Neopolitan Group Section

This is still under construction. What's listed below is how I'm thinking it'll work once its done

Notes

The group section is used to create lists of cross links.
This amounts to a way to setup related links
GOAL: for example this page has a -- groups entry of Neopolitan Sections which is on all the other section pages.
Links to all the other pages and generated from that and sorted alphabetically
The current page is listed in the links but isn't linked
The name of the group is available for use as the title for a block that displays the links
This should also help limit the proliforation of categories
