Neopolitan Sections - refid

Like ref but takes an id. It's up to the implementation to take decide how things are handled.

Current thought is that an id can be added to any ref in any file and it'll be globally available.

TBD on how naming collisions will be dealt with.

Also, It shouldn't be required to pull in a ref in order to use it in a sup footnote.
